The Southwest Iowa Renewable Energy plant will be a 110 million-gallon per year corn dry-mill ethanol plant south of Council Bluffs, Iowa, on a 195-acre parcel of land.

The ethanol plant that will have a number of very unique marketplace advantages.
It will be located near MidAmerican Energy ® Council Bluffs electricity generating complex allowing SIRE to utilize alternative heat sources such as industrial steam. In addition, the plant will have access to five major rail lines and two major Interstate highway systems. Commercial petroleum tank farms are also located near the site. As SIRE's strategic partner, Bunge ® operates the nation's largest soybean processing plant nearby, as well as a Council Bluffs grain terminal facility offering additional operating synergies for the ethanol plant.

The SIRE plant is expected to use more than 39 million bushels of locally grown corn on an annual basis, and will employ as many as fifty people. Total cost of the business is estimated at $185 million.

PROGRAM:
The development of a 110 million gallon per year dry mill commercial fermentation ethanol plant in Southwest Iowa, along the I-29 highway corridor south of Council Bluffs, IA.

OUTLINE OF NEED:
Local ownership in this plant will have a profound impact on the local economic health. For each dollar that is maintained in the local community, the economic multiplier effect can be as great as 4-6X. A typical 100 MM-gallon/year plant will purchase well over $100MM in corn annually-local influence and control can ensure that more dollars are spent on the purchase of feedstock and local goods and services from other are businesses. We expect the demand for ethanol to continue to grow steadily, with consumption doubling over the next decade.

HOW RURAL DEVELOPMENT HELPED:
Provided two grants. An initial $20,000 for business development support and an additional $300,000 of support during the construction phase.

ANTICIPATED RESULTS:

  • # of jobs created/saved - Number of Jobs created: 45-50, all new, + new service providers in the area.
  • Final cost of project - Final Cost of Project: $185 Million including working capital.
  • Organizations involved - Bunge North America ® , ICM, Inc., Ag-Star ® , Mid-American Energy ® , several local banks & First National Bank in Omaha, Pottawattamie Co. Board of Supervisors, Iowa Corn Growers As'sn., Rural Development Associates, Golden Hills R C & D, and several industrial development and chamber of commerce organizations
  • Unique/special facts about the project: 110 million gallons per year corn dry mill operation planning to use steam from MidAmerican Energy as source of heat needed; transportation needs supplied by I-80 & I-29 & access to 5 railroad systems; plans are being drawn up to build a loop railroad connection the will allow loading and unloading of unit-trains of corn, DDGS, and ethanol fuel; farmers and small investors own 65% of the company which is organized as an LLC; Bunge and ICM are the 2 largest individual investors; the plant will consume 39 million bushels of corn annually with the majority coming from southwest Iowa.

    189th Street and Applewood Road
    Council Bluffs, IA 51503
  • Exit Mid America Center South on Arena Way, Turn Left, South, on to Mac Blvd.
  • Proceed East on 29th Ave to 24th Street, Turn South, right, on to 24th Street, and enter the left lane.
  • Exit onto I-80/I-29. Follow I-29 South, towards Kansas City. Exit on hwy 370 (IA 935), turn right, West.
  • Go to the first right, about 1/4th of a block, and turn right, North onto 189th Street.
  • Drive North on 189th Street, the SIRE property begins at the SE corner of 189th Street and Applewood Road and continues North to the MidAmerican Energy Center.
  • You can turn around be driving through the MidAm Employee Parking lot.
  • Take the first right into the lot, proceed around the parameter, and exit by the Plant Gates.
  • Turn left at the gates, and return South on 189th Street.
